Sector policy
Promote the mixed company and the international economic association contracts as modalities of foreign investment, among which are hotel marketing and administration contracts and the contracts for the administration of services. Linked to these modalities, it will be possible to develop business models used internationally in the sector, such as franchise contracts for brands of recognized international prestige and rental contracts for tourist facilities. Develop hotel business through the construction or restoration of existing accommodation facilities or other buildings that are suitable for this purpose. Projects that require it may include the development of their complementary infrastructures. Promote real estate development associated with tourism (totally Cuban-owned golf courses and marinas) and the construction of theme parks that incorporate the use of high technology. Exceptionally, service administration contracts with financing for the gastronomy activity may be evaluated, as well as marinas lease and concession contracts. Diversify the administration and marketing of tourist facilities by recognized foreign chains. Increase the development of wellness, health and quality of life products. Develop projects related to nature products, including high standard campsites. Prioritize tourism development in the Cienfuegos areas; Playa Santa Lucía, north of Camagüey; Covarrubias, north of Las Tunas; and Guardalavaca, north of Holguín. Exclude the establishment of businesses with foreign capital in the form of a joint venture in Varadero, the Historic Center of Havana and the country's keys, as well as the development with foreign investment of activities related to dolphinariums.
